FAQ Welcome The Housing Authority of the County of San Mateo (HACSM) was created in March 1941 State Health and Safety Code to provide housing assistance to low and very low income families. The County Board of Supervisors, in a spearate legal capacity, serves as the Housing Authority's Board of Commissioners. Funding for the Housing Authority is entirely provided by the U.S. Department of Housing and Urban Development (HUD) and rental income from tenants in its two housing developments.
